Following the events of September 11, 2001, the Office of the Fire Marshal (OFM) was asked to work with owners and operators of large buildings and public facilities to develop appropriate emergency response programs. In consultation with the fire service, industry and government groups, the OFM has developed an emergency guide for owners and operators of large buildings entitled A Guide to Strengthen Emergency Management of High-Rise and High-Risk Buildings.
Preparation is the key to an effective response to any emergency. The guide stresses the necessity of establishing a planning team to prepare for an emergency and a response team to make key potentially life-saving decisions in an emergency. A well developed and rehearsed emergency plan, will ensure that the emergency plan is workable and effective. Communication between building owners/operators and emergency responders is essential to ensure that respective roles are clearly understood.
A Guide to Strengthen Emergency Management of High-Rise and High-Risk Buildings applies to human-caused and natural disasters, and includes examples of best practices for building owners/operators. The guide will help owners and operators of large high-rise buildings and high-risk facilities develop emergency management and evacuation plans for their buildings.
An interactive website is also being established which will allow building owners/operators to access the guide and develop emergency procedures specific to their type of building. This website will also provide a discussion forum that will be moderated by OFM staff.

The OFM has also purchased print and audio-visual resources that may be
borrowed by contacting the head office library in Toronto. A list of these
resources and contact persons is attached to this Communiqué.
