STATUS OF PART 4 OF THE ONTARIO FIRE CODE:
FLAMMABLE AND COMBUSTIBLE LIQUIDS

In March 1995, a coroner’s jury recommended that Part 4 of the National Fire Code (NFC), Flammable and Combustible Liquids, should be introduced into the Ontario Fire Code (OFC). In April 1995, the Office of the Fire Marshal (OFM) indicated that it was investigating ways to effectively adopt this recommendation (see Communiqué; #95-012). At that time, the fire service was advised of the enforcement options available under the Fire Marshals Act and to refer to Part 4 of the NFC to rectify hazardous conditions.

In June 1995, the OFM formed a committee with representatives from the fire service, industry and government to develop draft regulations and a strategy to incorporate Part 4 of the NFC (1995) into the OFC. The Fire Marshal recently submitted the committee report for consideration by senior levels of government.

In the interim, the fire service should contact the OFM for assistance if difficulty is encountered when rectifying hazardous conditions resulting from the storage, handling or processing of flammable and combustible liquids which cannot be adequately addressed under specific provisions of the OFC.
