Yes. This subsection permits a council to establish more than one fire department for the municipality and each fire department could have its own fire chief. It should be noted that a fire department may only have one fire chief.
The intention is that a municipality would only establish more than one fire department in special circumstances and, generally, on an interim basis. There are some practical difficulties with having more than one fire department for a municipality and this approach should only be adopted after consultation with the OFM.
