SUBJECT MATTER:
- Installation of a fire alarm and detection system capable of alerting all occupants
- Installation of smoke alarms in all dwelling units
- Installation of exit signs along means of egress
- Installation of adequate fire protection rated doors on the exit stairways and corridors
- Provide adequate separation of the boiler room from the remainder of the building
- Provide adequate fire separation between an exit stairway at the first and third floors.
GENERAL DESCRIPTION OF PREMISES:
The building, of combustible construction, is three storeys with a basement. The building contains 8 dwelling units (all one bedroom units): one in the basement, three on the ground floor, one one-bedroom and one three-bedroom on the second floor and two on the third floor. All the units are occupied except the basement. The boiler room, found in the basement, contains a gas-fired boiler and two locked storage rooms. The building is not equipped with a fire alarm system but does have some smoke alarms and a manual fire alarm gong.
REASON FOR APPEAL:
Some changes requested in the order are not considered necessary and would deter from the building's historical nature.
APPELLANT'S POSITION:
Agrees with and will comply with points 1, 2 and 3. However, feels that points 4 and 5 are unwarranted and that the existing conditions are adequate. On point 6, feels only the door to the fire escape on the third floor should be replaced.
RESPONDENT'S POSITION:
All points should be implemented and are required to provide proper fire safety to all occupants.

- All doors should be equipped with ULC approved self-closing devices and all doors should be replaced with 20 minute doors in existing frames
- Door to the boiler room should be replaced with a 45 minute rated door and frame in its existing location or alternatively with a 45 minute rated fire separation around the immediate location of the furnace
- 20 minute rated doors between the third floor landing and the two stairs leading from the floor area shall be provided.
REASONS:
The commission considered this work necessary to improve the fire safety of the property and its occupants.
