On September 17, 1949, the largest vessel on the Great Lakes, the tour
ship Noronic, ties up
2004 at Toronto Harbour. It is old, with its interior made mostly of
painted wood and its fire
prevention equipment almost non-existent. When it catches fire, the
ill-prepared crew does its best to save the passengers, but 119 perish.
The federal government immediately appointed a Court of Inquiry under
Supreme Court Justice Roy L. Kellock. The Kellock Commission made
several recommendations to improve fire prevention measures, including
the need for fire resistant bulkheads, patrol systems, sprinklers and
automatic alarms.
