January 2009 marks the start of a new era in Standard Incident Reporting
(SIR). The new form collects essential information not only on fire loss but
also on rescues, property saved, and lives saved by smoke alarms. More detail is
being collected on fire incidents to more accurately assess the impact of fire
on Ontarians and to help shape the content of fire safety programs and to
evaluate the success of programs and legislation. Reference materials and
laminated code cards have been provided to all fire departments.
In addition to changes in the data collection, in July 2008 all fire departments
were advised under the Fire Marshal’s Directive: 08‑001
( http://www.ofm.gov.on.ca/english/fireservice/announcements/directives/08‑001.asp
) to file all incident reports by data transfer or by using the OFM Internet
application system. For information on data transfer or Internet filing contact
the OFM at OFMstatistics@ontario.ca.
The OFM Fire Department Data Entry system (FDDE) has been in service for over 5
years. Over 225 fire departments are currently filing using the OFM Internet
system. For 2009 the system was redeveloped – it is easier to use, printed SIR
and summary reports are available, and reports can be updated. All fire
departments who are not filing by data transfer have been provided a UserID and
password, and are directed to use this service to file Standard Incident Reports
for 2009 emergency responses.
In the case where a fire department cannot meet the requirements of the
directive, the fire department must negotiate a mutually acceptable filing
alternative or schedule with the Assistant Deputy Fire Marshal of Fire
Protection Services according to the guidelines or acceptable alternatives set
out by the Fire Marshal. You should forward your submission to the Assistant
Deputy Fire Marshal through your local OFM Fire Protection Advisor.
More information on 2009 reporting will be sent by e-mail from the OFM
Statistics section in the first week of January 2009.
The Fire Marshal’s Directive also defines timelines required for filing as “no
later than the end of the month following the quarter”. Please ensure that all
2008 reports are filed by the end of January 2009.
