The Performance Measurement and Benchmarking Project is
continuing to move closer toward project deliverables that will assist Ontario’s
fire departments to provide their communities with the best services possible.
These deliverables, developed by the fire service for the fire service, will
also help fire departments to objectively identify their local needs and
circumstances and to communicate these in a transparent manner to their
respective stakeholders.
Communiqués 2003-04,
2003-06, 2003-13,
and 2003-17, issued last year, described the
purpose and benefits of the Performance Measurement and Benchmarking Project,
and the activities of the Project Working Group. The present communiqué provides
an update on the most recent progress of the Working Group.
In November 2003, the project moved from the conceptual design phase, in which a
model framework was drafted by the Working Group, to the implementation phase.
As a result, the Working Group reorganized into three new teams:
Pilot Project, Data/Measures,
and Training/Rollout.
Pilot Project
The Office of the Fire Marshal (OFM) and the Pilot Project Team, led by Fire
Chief Dave Carruthers, Clearview Township Fire Department, began working with a
vendor in December 2003 to develop an electronic tool to support the
implementation of the measurement framework. A subteam has been actively
involved, along with the OFM, in the design of the software. A
pilot project is being released in
February 2004 to test the preliminary application.
Twenty-two fire departments, a cross-section from all over Ontario, representing
a range of fire service delivery models (full-time, volunteer, composite),
community sizes, technological capabilities, and geographic areas, have
volunteered their departments to participate in testing this pilot. The pilot
project will help to provide useful feedback and ensure the successful
implementation of a final product to all fire departments.

The Data/Measures Team, led by Debbie Higgins, Special Projects Manager, Toronto
Fire Services, is continuing to work through 2004 to complete the measurement
framework, identify additional meaningful measures, and address benchmarking and
best practice opportunities.
A third team, led by Sarnia Fire Chief Richard Boyes, is working to develop a
training/rollout plan and support materials to ensure timely and successful
implementation in fire departments across Ontario once the system is completed.
