FIRE MARSHAL'S DIRECTIVE: 2014-003

TOPIC: INSPECTIONS OF ALL BUILDINGS

This directive is issued under the provisions of the Fire Protection and Prevention Act, 1997, (FPPA) S.O. 1997, chapter 4, clause 9.(1)(b). It is the responsibility of every Assistant to the Fire Marshal to follow the Fire Marshal's directive as set out in subsection 11.(1) of the FPPA.

Background

Ontario Regulation 365/13 (O. Reg. 365/13) requires that fire safety assessments and inspections if necessary, be undertaken as directed by the Fire Marshal for:

(1) every building for which a fire safety complaint is received; and

(2) every building for which a request for assistance to comply with the Fire Code is received and the involvement of the Chief Fire Official is required.

Directive

Fire safety complaints and requests for assistance to comply with the Fire Code where the involvement of the Chief Fire Official is required shall be assessed and a fire safety inspection undertaken if necessary as required by O. Reg. 365/13. The assessment and fire safety inspection shall be carried out in accordance with the criteria and processes described in the public fire safety guideline PFSG 04-40D-03 Inspections upon Request or Complaint, and referenced documents, available on the OFM website at: www.ontario.ca/firemarshal.

Rationale

This directive, in support of O. Reg.365/13, establishes a uniform standard for fire safety assessments and inspections upon complaint or request.
