Provincial Model for a Local Police/School Board Protocol

Communiqué 2016-02

January 5, 2016

The present communiqué provides an update to Fire Marshal’s Communiqué 2009-10, Lockdown Procedures in Schools, Colleges and Universities, issued on August 11, 2009.

The Ministry of Education and the Ministry of Community Safety and Correctional Services, in partnership with a provincial working group, have updated the 2011 edition of the publication Provincial Model for a Local Police/School Board Protocol.  As a member of the provincial working group, an Office of the Fire Marshal and Emergency Management (OFMEM) staff member provided fire safety perspectives and advice.

The updated document includes bomb threat procedures and revised lockdown procedures. It has been sent to all Ontario boards of education and police services. The English version is titled Provincial Model for a Local Police/School Board (PDF 810 KB); the French version, Modèle provincial de protocole local entre la police et le conseil scolaire (PDF 857 KB).

The OFMEM strongly encourages fire departments to work proactively with school boards, police and other emergency responders to ensure fire protection services requirements and considerations are included in their local police/school board protocol.

The OFMEM also encourages fire departments to contact the colleges and universities located in their respective communities to discuss bomb threat and lockdown procedures and to provide advice as required.
