Registry of Vulnerable Occupancies

Q1:What is the “Registry of Vulnerable Occupancies”?

A1:This is a provincial registry of vulnerable occupancies in Ontario.  For purposes of the Registry, the term “vulnerable occupancy” refers to any:
  • care occupancy
  • care and treatment occupancy or
  • retirement home regulated under the Retirement Homes Act, 2010 

Q2:   Who administers the Registry?

A2:The Registry is administered by the Office of the Fire Marshal and Emergency Management (OFMEM), but data is compiled and maintained by individual fire departments through mandatory reporting requirements established in regulation.

Q3:What information is recorded in the Registry?

A3:The Registry includes provisions for recording the following mandatory and optional information for vulnerable occupancies: 
  • Property Name
  • Occupancy Type (either “Care Occupancy”, “Care and Treatment Occupancy”, or “Retirement Home regulated by the Retirement Homes Act, 2010”)
  • Property Type (optional)
  • Address
  • Last Approved Scenario Fire Drill Date
  • Next Approved Scenario Fire Drill Date (optional)
  • Last Mandatory Inspection Date
  • Next Mandatory Inspection Date (optional)
  • Last Complaint Inspection Date
  • Last Request for Approval Inspection Date

Q4:Where are Registry reporting requirements mandated?

A4:Reporting requirements stem from Ontario Regulation 364/13, Ontario Regulation 365/13 and Fire Marshal Directive 2014-001.   The requirements apply to fire departments and specify both what information must be provided and when it must be filed. Entries made to the Registry enable fire departments to track dates of inspections and mandatory annual fire drills conducted in vulnerable occupancies within their respective communities.

Q5:Who has access to data in the Registry?

A5:Fire departments have access to records they create for vulnerable occupancies that are located within their municipal / geographic jurisdiction. Access is through a password protected website administered by the OFMEM. 

Q6:How may owners/operators of vulnerable occupancies obtain a copy of Registry information that pertains to their property?

A6:Owners/operators may obtain this information by contacting their local fire department.

Q7:Where may additional information/assistance on the Registry be obtained?
